Information on the general submission of applications
When the state building regulations come into force on 25.11.2023, building applications will no longer have to be submitted via the district municipalities concerned, but directly to the building law authority. The district office is the responsible building authority for 23 of the 39 district municipalities (see Building law responsibilities).
Since 01.01.2025, the building application and building documents must be submitted electronically in text form in accordance with Section 126b of the German Civil Code. Digital building applications must be submitted via the platform "Virtuelles Bauamt Baden-Württemberg (ViBa BW)" (specification of the transmission channel in accordance with Section 3 (2) LBOVVO). Please note that the platform only accepts documents in PDF/A-1a format when submitting building applications and that this will be checked when the application is submitted.
Other file formats are not permitted. The building documents must not be blocked against processing, as otherwise they cannot be provided with any necessary entries and approval notes. Power of attorney for design authors
If you use ViBa BW, you need a BundID or a company account for access. Access data will be sent by post. We therefore recommend that you allow sufficient lead time for the first application.
