General information

The Youth Welfare Office is responsible throughout the district for youth support in the areas of educational assistance, integration assistance for the mentally disabled, support for children in day care facilities and day care, custody and access rights issues and divorce advice, as well as for taking children and young people into care.

The foster care service is responsible for the placement of children in permanent care and the qualification of foster parents.

Day care placement is in the hands of the Competence Center for Child Day Care at the Ludwigsburg District Office. Under certain conditions, the caregiver requires a day care license.

A person with custody is entitled to help with the upbringing of a child or young person (educational assistance) if the child's or young person's welfare cannot be guaranteed and the help is suitable and necessary for their development.

The type and scope of the help depends on the educational needs of the individual case.

In the outpatient sector, educational assistance includes, for example, social group work, educational support and socio-educational family assistance.

Education in a day group, in foster homes or in a home are part of the partial and full inpatient services.

Children and young people who are mentally disabled or at risk of such a disability are entitled to integration assistance.

Depending on individual needs, assistance is provided on an outpatient basis, in day care facilities or other semi-residential facilities, by suitable caregivers and in fully residential facilities.

Parents of children and young people are entitled to advice on issues relating to partnership, separation and divorce.

They are supported in developing an amicable concept for exercising parental care and access rights.

The Youth Welfare Office is also involved in all proceedings relating to custody and access rights before the family court.

Taking a child or young person into care is the temporary placement of the child or young person with a suitable person, in an institution or other form of supervised accommodation.

The reason for placement is usually a previous emergency situation, e.g. if the child or young person is in imminent danger to their physical, mental or emotional well-being and can therefore no longer remain in their previous living environment.

Children or young people who find themselves in an emergency situation can contact the General Social Services directly.

Anyone wishing to have their child looked after by a childminder in their household should ensure that they have a permit from the Youth Welfare Office, provided that the requirements listed below are met. Childminders must observe the following in accordance with § 43 SGB VIII:

Anyone who looks after one or more children

  • outside their home
  • more than 15 hours per week and
  • for more than three months in return for payment,

requires a permit. This permit authorizes the care of up to five other children and is limited to five years.

The permit is issued by the youth welfare office if the childminder is suitable. This aptitude test is carried out by the Competence Center for Child Day Care of the Ludwigsburg District Office. The procedure and elements of the aptitude test include individual interviews, home visits and the provision of further evidence (e.g. health certificate, certificate of good conduct, etc.).

The Competence Center for Child Day Care of the Ludwigsburg District Office is therefore also the first point of contact for advice, information and applications for child day care and also offers qualification courses to interested persons and existing child carers.
