Upgrading training according to the AFBG (Aufstiegs-BAföG) in the Ludwigsburg district

The Upgrading Training Assistance Act (Aufstiegsfortbildungsförderungsgesetz, AFBG for short) supports the preparation for more than 700 advanced training qualifications such as master craftsman, business administrator, technician, educator or business administrator.

If you are preparing for a demanding vocational further training examination on a full-time or part-time basis by attending a training course or at a technical college, you will receive contributions towards the cost of living as well as low-interest loans.
The AFBG supports you if you are preparing for a further training qualification as a master craftsman or industrial foreman, educator, technician, business administrator, business economist or one of more than 700 comparable qualifications. There is no age limit for funding under the Upgrading Training Assistance Act.
In order to receive AFBG funding, you must meet the requirements of the respective further training regulations for admission to the examination or admission to the desired further training course (pre-qualification). You can also receive AFBG funding if you are a university dropout or high school graduate without a first degree, but with the professional experience required by the further training regulations for your further training. The prerequisite is that this is provided for in the relevant examination regulations.
Even if you already have a Bachelor's degree or a comparable university degree, you will be funded for a measure. However, this must be your highest university degree. If you already have a Master's degree or a state or state-recognized equivalent university degree, you will not be eligible for AFBG funding in the future either.
As a foreigner, you are eligible for funding if you are permanently resident in Germany and have certain residence permits or a permanent residence permit or if you have already legally resided in Germany for 15 months and have been gainfully employed. This also includes the period of your vocational training.

Decisions on the benefits of the advancement grant are made on the basis of a written or electronic application.

The written form requirement previously regulated in § 19 AFBG will be replaced by a text form requirement. This means that a handwritten signature will no longer be required for AFBG applications in future. The handwritten signature can be replaced by simply stating the name. However, this must be done to ensure the declaration made.
An application is only valid if the applicant has stated his/her name at the end of the application and the application has been received by the Office for Training Assistance.
The following methods are possible for submitting declarations when applying under the AFBG (Aufstiegs-BAföG):
- Declarations stating your name, sent by post or fax,
Declarations submitted digitally via the AFBG e-application (online procedure).
An identity card with online function is required for use.
Otherwise, you can download the AFBG application forms via the link below, fill them out and print them out at the end of the process and forward them by post, e-mail, fax or in person to the Office for Upgrading Training Assistance, which is responsible for further processing.
- Declarations that are sent digitally via a conventional e-mail, to which a handwritten or electronically completed form is attached, e.g. as a pdf or as a jpeg, and which contains a name at the end.
- Via the Baden-Württemberg service portal using the direct link: Aufstiegs-BAföG beantragen - Serviceportal Baden-Württemberg (service-bw.de), we offer you another electronic form of communication where you can send us the application electronically. The public authority account on Service-Portal BW is an electronic mailbox for secure electronic communication within the meaning of the Baden-Württemberg E-Government Act. After registering once free of charge, citizens can communicate securely with the administration electronically. They can use an online form to send a message directly to their responsible office. They can also exchange documents with their authority or store documents in the document safe for later use in their own account.
This means that in future, all declarations (with the exception of Form B, "Bescheinigung der Fortbildungsstätte") for AFBG applications can be submitted in both analog and digital form, with a name (without a signature). However, Form B must still be signed and stamped by the training institution, but can then be submitted as a scan.
