The Community license entitles the holder to carry out commercial road haulage within the European Union with motor vehicles whose gross vehicle weight including trailer is more than 3.5 tons. However, this was only valid until 20.05.2022.
From 21.05.2022, the amendment to Mobility Package I means that all vehicles or tractor-trailer combinations with a maximum permissible mass of 2.5 tons or more are subject to authorization.
It is personal and non-transferable. It can be issued for a period of up to 10 years. An issued Community license can be extended upon request.
The Member State of establishment issues the holder of the Community license with the original license (which remains in the office as proof), as well as certified copies in a number corresponding to the number of documented vehicles held by the license holder as owner or otherwise (installment plan, rental or leasing contract). A certified copy (issued by the licensing authority) must be carried in each vehicle.
It can be issued if
- the operator and the transport manager are reliable
- the financial capacity of the company is guaranteed
- the operator or transport manager is professionally qualified

Permits for small transport companies 2.5 - 3.5 tons
Road hauliers who only carry out transports with vehicles/vehicle combinations with a maximum permissible mass of 2.5 - 3.5 tons can make use of the practitioner regulation with regard to specialist knowledge. According to Art. 9 Para. 2 of Regulation (EC) 1071/2009, persons who have managed a company of the same type without interruption for 10 years prior to 20.08.2020 can be exempted from taking the professional competence test. Until further notice, this can be applied for informally when submitting an application for a Community license to the licensing authority. Proof of this can be provided by the following documents:
- Trade license
- Confirmation of membership of the IHK
- Tax certificate regarding VAT liability
