FAQ - Refugees from Ukraine
The Ukraine Residence Permit Continued Validity Ordinance (UkraineAufenthFGV) of the Federal Ministry of the Interior dated 28.11.2023 (amended on 22.11.2024) ordered the continued validity of residence permits issued and still valid on 01 February 2025 in accordance with Section 24 (1) of the Residence Act. All residence permits that meet these criteria will remain valid until 04.03.2026.
An application to extend the residence permit is not required in these cases. It is also not necessary to go to the Foreigners' Registration Office.

The reception of Ukrainian refugees presents us all with major challenges. In order to support the reception and accommodation as well as their care in the most pragmatic and uncomplicated way possible, the district is constantly coordinating closely with the towns and municipalities and all other parties involved. The impact on the district of Ludwigsburg cannot yet be estimated.
Ukrainian nationals and certain third-country nationals who have fled Ukraine may temporarily reside in Germany without a residence permit until June 2, 2024 and for a maximum period of 90 days after their first entry. Until then, residence in Germany is therefore legal even without a residence permit. This only applies to persons who enter the country by 04.03.2024.
Irrespective of this, Ukrainian nationals with a biometric passport may continue to enter Germany and stay within the Schengen area for a period of up to 90 days within a 180-day period.
If you wish to stay in Germany for longer or apply for state benefits (e.g. basic income support under SGB II), you must apply for a residence permit from the relevant immigration authority. The relevant immigration authorities are listed below.
Ukrainian nationals who have fled Ukraine and their family members as well as non-Ukrainian third-country nationals who have enjoyed protection in Ukraine or who cannot return safely and permanently to their country of origin will then receive a residence title based on the EU's "Mass Influx Directive" (Section 24 Residence Act). This residence permit includes a right of residence for up to two years as well as the possibility of gainful employment.

Please note that we can only provide an overview of the current legal situation. Different regulations may apply, especially for persons without Ukrainian citizenship. Each case must therefore be assessed individually.

Step 1: Refugees must first register with the relevant residents' registration office (city or municipality of their current place of residence in Germany). The residents' registration office then registers the person concerned in the registration system. Only once this has been completed can all further steps be taken.
Step 2: An application for a residence permit can then be submitted to the relevant immigration authority. The applications are available at the residents' registration offices and can be handed in there. The residents' registration offices then forward the applications to the relevant immigration authority. Of course, you can also contact the foreigners authority directly (see above for contact details) and send the application by e-mail or post, for example. Important: Step 1 must have been completed beforehand, otherwise the application cannot be assigned!
For Ukrainian nationals residing in the area of responsibility of the Ludwigsburg District Office, it is possible to submit the application via https://www.germany4ukraine.de/hilfeportal-de/service/aufenthaltserlaubnis#/. Step 3: The foreigners authority will summon the person concerned to an appointment after the application has been submitted. Fingerprints will be taken at the appointment and photographs will be taken for the Central Register of Foreigners. Once the application has been checked, a provisional certificate can be issued (fictitious certificate) with which the refugee can prove their residence status.
Step 4: As soon as all open points have been clarified, the immigration authority orders an electronic residence permit (card in credit card format) from the Federal Printing Office. This (final) residence permit will then be issued after a few weeks.

It is impressive to see the overwhelming willingness to help here in the district! Nevertheless, we would like to draw your attention to the following to ensure that the aid really gets through:
We recommend that you only collect donations when the major aid organizations call for them. Fundraising campaigns that you set up yourself can block transport and sorting capacities. At the present time, monetary donations are more effective than donations in kind. We also ask you to coordinate the collection of refugees from Ukraine with the respective city or municipal administration in advance so that appropriate capacities are available If you can provide temporary accommodation, please contact your local municipality.
Refugees from Ukraine have the opportunity to take part in integration courses and vocational language courses (so-called DeuFöV courses) in order to acquire German language skills. Several language course providers offer integration courses and vocational language courses at various locations in the Ludwigsburg district on behalf of the BAMF (Federal Office for Migration and Refugees).
Applications for admission to an integration course must be submitted directly to the BAMF. The central processing office is the BAMF in Halberstadt (Federal Office for Migration and Refugees, Friedrich-List-Str. 3, 38820 Halberstadt). We recommend that refugees from Ukraine contact the responsible refugee social service or integration management of the district office, the Arbeiterwohlfahrt, Caritas, the Kreisdiakonieverband and the Kreisverband des Deutschen Roten Kreuzes before applying for an integration course or vocational language course, as procedures may change at short notice in the coming weeks. The refugee social service and integration management can ensure that the application is submitted to the correct office with all the necessary documents.
Alternatively, refugees from Ukraine can obtain information about the current course offerings and admission requirements directly from local language course providers in the district. The Schiller-VHS of the Ludwigsburg district offers integration courses at various locations in the district. Corresponding course places can be booked after a telephone consultation at the following telephone number: 07141 144 2667 (Monday 8.30 - 12.00 and 13.30 - 16: 00 / Tuesday 8.30 - 12.00 / Wednesday 8.30 - 12.00 / Thursday 13.30 - 18.00)
Travel within the Schengen area is possible if the person concerned has a valid passport and has already received an electronic residence permit (card in cheque card format). A "fictitious certificate" is not sufficient for this (certificate of a provisional right of residence).
Important: Within a period of 180 days, the duration of travel may not exceed a total of 90 days!
The Karlsruhe Regional Council has issued a general ruling on the basis of Section 24 (4) AufenthG with effect from May 6, 2022. This stipulates that refugees from Ukraine will be assigned a place of residence in a municipality/city in the district until a residence permit is issued.
As soon as a residence permit has been issued, those affected may freely choose their place of residence within Baden-Württemberg.
The residence requirement can be lifted if the person concerned is able to support themselves or if a change of residence is necessary for this. In addition, the residence requirement can be lifted for humanitarian reasons, e.g. for family reunification or if the change of residence is necessary for taking up training or studies.
