Social assistance/basic security, care assistance, integration assistance

General information

Social assistance is a state benefit that people in need can claim. The basis for the right to social assistance is primarily the German Social Code, Twelfth Book (SGB XII). The purpose of social assistance is to enable people to live a dignified life. Social assistance is not provided to those who can help themselves or who receive the necessary help from others.

With the exception of the towns of Ditzingen and Gerlingen, the Special Social Assistance Department of the Ludwigsburg District Office is responsible for social assistance in the area of subsistence assistance, basic security in old age and in the event of reduced earning capacity and other assistance for the entire district.

Integration assistance for people with disabilities, care assistance and assistance to overcome particular social difficulties is provided by the Special Social Assistance Department of the Ludwigsburg District Office for the entire district, including the towns of Ditzingen and Gerlingen.

Assistance with living expenses is to be provided to persons who are unable or insufficiently able to provide for their necessary living expenses from their own resources and means, in particular from their income and assets.

Persons who have reached the age of 18 and are temporarily unable to work are eligible to apply. The reduction in earning capacity must be determined by the pension provider. receive an early retirement pension and have not yet reached the age limit of currently 65 years and 6 months.

Persons between the ages of 15 and 65 who are capable of work and their dependants are not entitled to assistance with living expenses due to the priority entitlement to basic income support for jobseekers (unemployment benefit II).

The regulations regarding the offsetting of income and assets apply analogously to the provisions for basic income support in old age and in the event of reduced earning capacity. (see the information sheet on basic income support)

Basic income support is a benefit that is intended to cover basic living expenses. It is dependent on the applicant's income and assets.

Eligible applicants are persons

  • who have reached the age limit according to § 41 Para. 2 SGB XII (currently 65 years and 10 months as of 2022)
  • who have reached the age of 18 and are permanently unable to work.

You can obtain additional information from the case worker responsible for your place of residence.

  • For persons in need of care with at least care level 2
  • Place of residence in the district of Ludwigsburg or before admission to a home in the district of Ludwigsburg
  • Care in a home or, for example, by outpatient services in their own home
  • For home care to avoid institutionalization
  • Priority (non-cash) benefits from the care insurance fund are used
  • Savings and assets used up to €10,000 for single people
  • Pension and other income are not sufficient to cover care costs
  • Children must pay maintenance for their parents within the scope of their ability to pay
  • Minimum documents required: social assistance application*, declaration of consent*, pension statements, care fund classification, bank statements from the last six months, assets (e.g. savings accounts), care home contract or cost estimate for outpatient care.

The aim of integration assistance services is to enable people with disabilities to participate in social life in a self-determined way. Needs are determined on an individual basis. For example, support can take the form of assistance in everyday life, in supported living arrangements, at work in companies or in workshops for people with disabilities. Children with disabilities can receive integration assistance, for example, to enable them to participate in daycare or school. One prerequisite is that the person is significantly restricted in their participation due to physical, cognitive or mental impairment.

Blind people receive state aid for the blind to compensate for the additional expenses and disadvantages caused by blindness.

Do you have any questions? EMiL, the district's social services department, can advise you on questions relating to integration assistance and rehabilitation. If you are entitled to integration assistance, it will refer you to suitable assistance and clarify which assistance is necessary and to what extent.
