Local elections

on 9 June 2024

The county council election takes place every five years. The election constituency is the county. This is divided into smaller constituencies. The management of the election is the responsibility of the county election committee.

All German citizens and citizens of the European Union who are at least 16 years old and have lived in the county for at least three months are eligible to vote.

All German citizens and citizens of the European Union who have lived in the county for at least three months an are at least 16 years old are elegible for election.

On 14 July 2023 the county council determined the constituency division (Annex 1 and Annex 2) for the 2024 county elections.

The allocation of seats for the individual constituencies is based on the population of the towns and municipalities. The decisive population figures for the local elections 2024 are the updated population figures of the 1987 census. In the County of Ludwigsburg, the decisive population figure is 550.093. This has implications for the number of councillors to be elected (§ 57 Local Election Act in conjunction with § 20 para. 2 County Ordinance). The minimum number of members of the county council will be 88 members. The maximum number of members - taking into account the majority and equalizing seats - is 105 members.

The calculation procedure for the distribution of seats and constituency allocation for the county elections is based on the maximum number process as defined by Sainte-Laguë / Schepers.

Submission of county election nominations

Election nominations can be submitted by parties, by membership-based voters' associations and by non-membership-based voters' associations. Separate election nominations must be submitted for each constituency. A party or voters' association may submit only one nomination for each constituency. Combining of election nominations is not permitted.

In accordance with § 13 Para. 1 Local Election Act, election nominations can be submitted in writing to the chairperson of the county election committee - Ludwigsburg County District Office, County Council Office, Hindenburgstraße 40, 71638 Ludwigsburg - at the earliest on the day after the announcement of the election and must be submitted in writing to the chairman of the county election committee - Ludwigsburg County District Office, County Council Office, Hindenburgstraße 40, 71638 Ludwigsburg - no later than the 73th day before the election. Electoral nominations received later will be rejected.

Party component

An online party component was introduced for the first time for the 2024 district elections. This is an application that parties and voter associations - who wish to submit their election proposals for the district council election in the Ludwigsburg district - can use via the Internet. All forms required for an election proposal can be created online and prepared almost completely for submission to the district electoral administration. This component also carries out a final plausibility check and thus helps considerably with the preparation of the election proposal.
In addition, the data required for the election proposal can be made available digitally to the district electoral administration office for further processing.

As the electoral law in Baden-Württemberg still provides for the submission of election proposals in paper form, the digitally completed forms can then be printed out and submitted to the district electoral administration office with the required signatures.
