Climate change adaptation

Whether heavy rainfall events, heatwaves, drought damage or the increased occurrence of pests - the consequences of climate change are also evident in the district of Ludwigsburg. According to climate models, the effects will continue and intensify in the future. This makes it clear that even the most ambitious climate protection measures will not make climate adaptation superfluous.

Local authorities are key players in protecting the population and the environment from extreme events and mitigating further consequences.

Amendment to the Baden-Württemberg Climate Act

The new Baden-Württemberg Climate Protection and Climate Change Adaptation Act (KlimaG BW) has been in force since August 6, 2025. Sections 29a to 29e were introduced in it. These deal with municipal climate change adaptation and associated concepts in order to better deal with the consequences of climate change.

The aim of the revised Climate Change Act is to increase resilience to the effects of climate change that have already occurred and those that are expected, such as heat, water shortages and heavy rainfall. Counties, urban districts and large district towns are now obliged to draw up climate adaptation concepts. The rural districts also have the task of drawing up adaptation concepts for their local authorities.

KLIMOPASS funding program

As part of the KLIMOPASS funding program of the state of Baden-Württemberg, the district administration worked with the consulting firm alpS GmbH to develop a vulnerability study for the district of Ludwigsburg. The final report "Analyses and approaches for adapting to climate change", published at the end of 2022, shows the development of the future climate and initial adaptation measures. As with climate protection, adaptation to climate change must also take place on many levels. Not all measures for dealing with the expected climate impacts are the direct responsibility of the district of Ludwigsburg, but also at the level of the state, the region, the cities and municipalities or even in private hands. However, the measures developed here are limited to concrete activities that can be implemented by the district of Ludwigsburg.

KLIMOPASS is a funding program of the Baden-Württemberg Ministry of the Environment, Climate Protection and the Energy Sector and supports municipalities in adapting to climate change.

Klim:S21 - The climate adaptation game

The Heidelberg University of Education has developed an online game on climate change adaptation. Suitable educational materials are available for embedding in school lessons, but "Klim:S21" can also be played privately.

The regional consequences of climate change are illustrated in different natural environments and areas of use, such as a river landscape or a special crop. Players can choose appropriate adaptation measures and see the direct protective effect of the measures against the consequences of climate change.

The project was funded by the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection.
