The aim of the End-of-Life Vehicles Ordinance is to direct end-of-life vehicles to environmentally friendly operations that have been tested and approved by qualified experts.
End-of-life vehicles within the meaning of the End-of-Life Vehicles Ordinance are vehicles of class M1, N1 or L5e that are to be classified as waste within the meaning of the Closed Substance Cycle and Waste Management Act. In simple terms, a vehicle can be classified as an end-of-life vehicle if it is no longer used on the road and has not been put to any other reasonable use.
In this case, the last owner of the vehicle must submit a certificate of destruction when deregistering the vehicle at the registration office of the district authority or declare to the registration office that the vehicle is not to be disposed of as waste or that the vehicle will remain abroad for the purpose of disposal. A certificate of destruction must therefore always be submitted if a vehicle is scrapped in the Federal Republic of Germany. A declaration on the whereabouts of the vehicle must be submitted if a vehicle is deregistered but not scrapped (e.g. vintage car; sale abroad) or if the vehicle was scrapped abroad.
