Passenger transportation
Anyone wishing to operate a commercial passenger transport service requires a permit (concession). The application must be submitted to the local transport department of the district administration office. In order to guarantee the safe and reliable transportation of passengers, applicants must provide evidence of their professional suitability, reliability and financial standing. Commercial passenger transportation can be carried out as scheduled or occasional services.
Scheduled services
The prerequisite for a regular service is a regular transport connection between certain starting and end points, on which passengers can get on and off at certain stops. There is usually a timetable for this.
This includes not only regular bus services, but also community buses or special forms of regular services (e.g. transportation of theatre-goers or market trips).
Occasional traffic
Cabs
- In larger cities, cab s are generally available at cab ranks for walk-in customers. It is of course also possible to book a taxi by telephone.
- The availability of cabs and the order at cab ranks is regulated in the district taxi regulations.
- Cabs must operate according to a fixed tariff. The fare is based on the district's cab fare regulations. There is only an exception if the destination is outside the district of Ludwigsburg, e.g. for airport journeys. Then the fare can be freely negotiated.
Rental cars
- Rental cars in the sense of passenger transportation law are vehicles with a chauffeur and should not be confused with so-called "rental cars for self-drivers", which are available from car rental companies.
- Rental cars must always be ordered by the customer and are not available to walk-in customers. The fare must always be freely agreed.
Coaches
- Coach services can be approved as excursion services, vacation destination services or as rental coaches.
- In the case of excursion trips and vacation destination services, the coach operator determines the course of the journey.
- Rental coaches are vehicles that are hired by groups for their own purposes, e.g. for school trips.
