Passenger transportation
Anyone wishing to operate a commercial passenger transport service requires a permit (concession). The application must be submitted to the local transport department of the district administration office. In order to guarantee the safe and reliable transportation of passengers, applicants must provide evidence of their professional suitability, reliability and financial standing. Commercial passenger transportation can be carried out as scheduled or occasional services.
Scheduled services
The prerequisite for a regular service is a regular transport connection between certain starting and end points, on which passengers can get on and off at certain stops. There is usually a timetable for this.
This includes not only regular bus services, but also community buses or special forms of regular services (e.g. transportation of theatre-goers or market trips).
Occasional traffic
Taxis
- In larger cities,taxis are generally available at taxi stands for walk-in customers. Of course, it is also possible to book a taxi by phone.
- The availability of taxis and order at taxi stands are regulated by the district taxi ordinance.
- Taxis must charge according to a set fare schedule. The fare is based on the district’s taxi fare ordinance. The only exception is when the destination is outside the Ludwigsburg district, such as for airport trips. In such cases, the fare may be negotiated freely.
Rental Cars
- Rental cars, as defined by passenger transportation law, are vehicles with a chauffeur and should not be confused with so-called “self-drive rental cars” available through car rental agencies.
- Rental cars must always be booked in advance by the customer and are not available to walk-in customers. The fare is generally subject to negotiation.
Tour buses
- Tour bus services may be authorized as excursion trips, vacation destination travel, or as chartered buses.
- For sightseeing tours and trips to vacation destinations, the bus operator determines the itinerary.
- Chartered buses are vehicles rented by groups for their own purposes, such as school field trips.
