A future strategy for the business location
Technological change, digitalization, decarbonization, changes in global markets and increasing demographic change here locally - these and other factors are currently having a major impact on the economy of the Ludwigsburg district. At the same time, new markets and technologies offer a wide range of opportunities for companies in the district. They are adapting products, processes and business models. In order to continue to offer the right framework conditions against the backdrop of this transformation and the changing needs of the economy, the district of Ludwigsburg has developed a strategy for the future. It serves as a guideline for the further active development of the business location.
The projects and measures of the future strategy focus on five central fields of action:
1. securing education and skilled workers for the working world of tomorrow: a first important starting point is the promotion of young talent, with a particular focus on technical professions. Further training should also be strategically promoted in order to meet future requirements for employees. In addition, the influx of skilled workers, including from abroad, should be promoted.
2. networking, knowledge transfer and start-up promotion: The district's most important levers here are to provide new impetus through cooperation with institutes and universities with a focus on technology and digitalization, to enable more innovation through targeted exchange between companies and to promote cooperation between innovative start-ups and established companies. The main focus should be on technologies and developments relevant to the transformation.
3. sharpening and targeted communication of the district's identity as a business location: A clear identity of the business location and targeted communication measures make the economic strengths of the region visible. The innovative strength of the district's companies and how transformation is already being successfully managed with new ideas should be demonstrated more clearly in order to strengthen the perception of the location both internally and externally.
4. administration and business development as a supporter of the economy: The projects are aimed at simplifying administration and digitizing administrative services for companies. The aim is to offer processes more efficiently and quickly.
5. infrastructure and space as success factors: The issue of future land management is to be addressed together with the cities and municipalities, inter-municipal approaches are to be further developed and pioneering pilot projects in construction are to be launched.
The projects developed in the strategy will be implemented by the district of Ludwigsburg and various partners by 2030. This will result in new offers and initiatives for companies.
The future strategy was developed in a broad-based participatory process under the leadership of the district economic development agency and VDI/VDE Innovation + Technik GmbH. All stakeholders relevant to the business location from the administration, local authorities, associations and chambers, labor market institutions and the educational landscape, as well as many company representatives, took part in various formats and committees.
To determine the status quo, basic data on the district's economy was analyzed and the needs of the companies were surveyed in an online survey and a company workshop. The results were incorporated into an analysis of strengths and weaknesses. In a strategy workshop, the fields of action of the future strategy were narrowed down based on the perspectives and options for action of the municipalities and local stakeholders. Building on this, fields of action and project ideas were developed in a participatory future workshop. Two advisory boards provided support and advice: the sounding board with high-ranking representatives from the business community and a steering committee with representatives from the municipalities and institutions in the district as well as the sponsors of the district economic development agency.
