Climate protection is a joint task. This is why the Ludwigsburg District Office promotes the exchange and joint learning of the district municipalities on climate protection. This includes the following event formats:
- Round table for climate protection staff in the municipalities (3 times/year)
- Online event series Klimaschutz vor Ort - Kommunen kommen zu Wort with expert input and discussions on various climate protection topics, in cooperation with the Ludwigsburger Energieagentur (LEA) e. V. (3x/year), past topics:
- Financing instruments for municipal projects
- Sustainability in municipal event planning
- Sustainable renovation
- Municipal mobility management
- Climate communication
19 out of 39 municipalities in the district have staff responsible for climate protection. In total, there are 16 climate protection managers (red), 9 officers for climate-neutral administration (light green) and several environmental officers (dark green) in the district municipalities (as of October 2024).

ClimateCheck
What impact do committee decisions have on the climate? This question has been answered in every draft resolution of the district council since September 2023. The district administration's climate protection team has developed a digital tool based on the example of the city of Ludwigsburg: the ClimateCheck.
The climate impact assessment is carried out using a type of digital questionnaire. Instead of calculating exact greenhouse gases, the impact on the climate is queried using various indicators depending on the subject area. The answers ultimately result in a value between "-2", which means a strong negative impact on the climate, and "+2", which in turn means a strong positive impact on the climate. The final decision is then up to the district council. The impact on the climate is thus taken into account in a similar way to the financial consequences of a decision.
The online tool is structured like a survey and navigates through a list of questions depending on the topic of the proposal. It is intuitive to use and does not require in-depth climate protection knowledge, so that the ClimateCheck can be completed decentrally by the organizational units responsible for the project. The tool thus supports the political decision-making level and serves as a working aid for the administration in terms of raising awareness .
Together with Komm.ONE, an organization of the state and municipalities in Baden-Württemberg, the Ludwigsburg District Office offers to transfer the ClimateCheck to other municipalities and institutions.
For a small fee, local authorities are given the opportunity to adapt their own website and the stored questionnaire to changing conditions and individual needs at any time. In addition to individual tools, it is also possible for several municipalities to join forces for a variant.
Several municipalities from the district (City of Ludwigsburg, Bietigheim-Bissingen, Tamm, Korntal-Münchingen, Steinheim (Murr)), from Baden-Württemberg (Rems-Murr district, Kraichtal, Überlingen, Filderstadt, Pforzheim) and from all over Germany (Hameln, Regensburg, Lüneburg district, Ostholstein district) are already participating. St. Pölten (Austria) is also the first international city to have its own ClimateCheck. AVL has also adopted the procedure for its Supervisory Board.
Both the district administration 's and the city of Ludwigsburg 's version can be used for testing and transfer.

Municipal climate scouts - trainees for more climate protection
The "Municipal climate scouts - trainees for more climate protection" project qualifies the next generation of municipal employees in the district for climate protection in the workplace.
The workshop program is run by Energieagentur Kreis Ludwigsburg (LEA) e.V. and teaches the topics of climate change and municipal climate protection as well as the basics of project management and communication. Participants develop and implement their own climate protection projects at their workplace as part of the training. This firmly anchors the idea of climate protection in the trainees' professional lives and makes an important contribution towards climate-neutral local government .
In addition to tangible savings through climate protection and energy efficiency measures , the trainees' commitment also has a positive external impact and underlines the role model function of local authorities in climate protection.
The fifth round of the project in the district started in fall 2025 with around 30 trainees.

- Gemmrigheim: "Mampf was übrigbleibt" showed pre-school children creative ways to use leftover food.
- AVL: The trainees motivated employees to "work energy-efficiently in all areas".
- Besigheim: "Regional for the climate" taught primary school children about the benefits of regional food in a playful way and by cooking together.
- Bietigheim-Bissingen: Trainees collected "Climate-neutral hiking trails in and around Bietigheim-Bissingen" on various topics.
- Kornwestheim: At "Harvest time is eating time", the trainees planted a vegetable patch together with kindergarten children and created an interactive seasonal calendar.
- Ludwigsburg District Office: The three "Green Challenges" for employees of the district office - on the topics of plant-based nutrition, waste avoidance and creative climate protection ideas - made climate protection fun.
- Remseck: "Remsos im Energiestrudel" qualified primary school pupils to become "Remsos Energieretter*innen".
- City of Ludwigsburg: "MüllCheck - learn to separate, save the environment!" informed refugees about waste separation in Germany.
- Tamm: With "CO₂mpact: Reduce your footprint", employees of the city administration were sensitized to the resource-saving use of paper.
At the closing event on 06.03.2025, the city of Ludwigsburg's project won the district prize. The jury was particularly impressed by the involvement of refugees and the planned continuation of the project.
The "Municipal Climate Scouts" project was carried out by the German Institute of Urban Affairs (Difu) from 2021 to 2023. Difu cooperated with climate protection and energy agencies, which recruited local authorities and trainees for the project. Federal prizes were awarded in the 2021/22 and 2022/23 rounds accompanied by Difu. In 2021/22, the AVL team was able to impress with their project "Substitution of drinking water with process water at landfills" and in 2022/23, participants in the workshops offered by our district were also successful: the guest team from the Hohenlohe district received a national prize for their project "Hohenlohe cookbook - regional and seasonal recipes".
Since the 2023/24 round, the project has been continued in the Ludwigsburg district by the LEA energy agency and a district prize has been awarded.
Funding through the National Climate Initiative
The staff position is funded as part of the National Climate Initiative's municipal guideline (funding reference: 67K25429, duration: 15.12.2024-14.12.2028).
Since 2008, the German government has been initiating and funding numerous projects that contribute to reducing greenhouse gas emissions through the National Climate Initiative. Its programs and projects cover a broad spectrum of climate protection activities: From the development of long-term strategies to concrete assistance and investment-based funding measures. This diversity is a guarantee for good ideas. The National Climate Initiative helps to anchor climate protection on the ground. It benefits consumers as well as companies, local authorities and educational institutions.
