The climate mobility plan for the district of Ludwigsburg was adopted by the district council on July 18, 2025. A short version of the contents will be published on this page in the second half of the year.

Individual measures are not enough to achieve climate protection targets in the transport sector - an integrated approach to transport planning is required. The Climate Protection and Climate Change Adaptation Act of Baden-Württemberg (KlimaG BW) enshrines the instrument of climate mobility plans under Section 28.
In the climate mobility plan, projects in the mobility sector are defined at municipal level for the permanent, significant reduction of greenhouse gas emissions. The measures are implemented by the municipalities involved in the project, taking into account the mobility needs of the population and the economy.
The path to the climate mobility plan
The development of the catalog of measures began in August 2022 and was completed in spring 2025. The aim of the climate mobility plan is to reduceCO2 emissions in the transport sector by at least 40 percent by 2030 (compared to 2010).
The district of Ludwigsburg was selected as one of six model municipalities for the pilot phase of the Baden-Württemberg Ministry of Transport. The district of Ludwigsburg is the first district to develop a climate mobility plan, which is why it has a pioneering role within this pilot phase.
An important prerequisite for the project is the close cooperationbetween the district administration and the towns and municipalities in the district: 30 of the 39 district municipalities actively participated in the creation of the climate mobility plan.
The plan was presented at the meeting of the Environment and Technology Committee (AUT) on May 26 (see media information from May 27). On July 18, the climate mobility plan was adopted by the district council, which marked the start of the measures implementation phase. Following the district council's decision, the climate mobility plan will be submitted to the Baden-Württemberg Ministry of Transport for a technical review. As soon as this has been successfully completed, the project municipalities can receive increased implementation funding of 75% instead of 50% ("climate bonus") for those measures in the plan that are eligible for funding under the State Municipal Transport Financing Act (LGVFG).
The participation process
The project was accompanied by in-process public relations work and citizen participation: The public digital kick-off event on December 12, 2022 heralded the participation of all citizens of the district interested in the climate mobility plan. Another opportunity for direct public participation in the development of the climate mobility plan was provided by four public participation forums, which took place in May 2023 in Möglingen, Remseck am Neckar, Sachsenheim and Murr. Citizens of the district were able to contribute their recommendations and wishes for measures for more climate-friendly mobility to the project. The project municipalities used this input as inspiration for the development of their measures.
Online survey for citizens

Under the title "Home game for the climate", citizens were able to take part in an online survey on the climate mobility plan from July 4 to 31, 2024. After the survey was launched with a digital kick-off event on July 4, 1,068 people took part in the Climate Mobility Plan survey over the following three weeks. We would like to thank everyone who took part!
In the survey, participants were able to evaluate the measures developed so far in the plan with regard to their implementation and rank the bundles of measures that they believe need to be implemented most urgently.
