The climate protection concept

for the district of Ludwigsburg

Why does the district need a climate protection concept?

As higher-level administrative units, districts play a special role compared to cities and municipalities and can achieve a great deal in climate protection, e.g. through measures such as the renovation of their own properties or by supporting the expansion of renewable energies. They also act as coordinators and initiators: they network, support and motivate their towns and municipalities - and thus strengthen climate protection in the region.
A climate protection concept serves as a strategic decision-making basis and planning aid for climate protection activities. It identifies the potential for reducing greenhouse gases and defines targets and measures for this.

The updated climate protection concept for 2025

The Ludwigsburg district's updated climate protection concept is helping to make our region liveable and fit for the future. The aim is to achieve climate neutrality by 2040.

As part of the update, measures were developed for the district administration's key areas of action, with which the district is actively contributing to achieving the target. The concept is designed in such a way that it can react flexibly to new developments in the future.

To update the climate protection concept, an energy and greenhouse gas balance was drawn up for the base year 2019. Based on this, the target scenario of a climate-neutral district in 2040 was developed. It shows the changes that can be made to achieve climate neutrality in the district by 2040. To this end, the energy consumption in 2040 and a mix of renewable energies were modeled in order to cover this on balance. The assumptions regarding the energy mix are based on a potential study that was carried out to identify the opportunities for expanding renewable energies in the district. The greenhouse gas reduction pathway shows the development of greenhouse gas emissions on the way to climate neutrality if the targets of the scenario are achieved.

When updating the climate protection concept, the focus was on the district's fields of action. Therefore, only measures that are within the direct sphere of action of the district administration were included. Instead of a comprehensive collection of measures, there is a selection of central measures that prioritize the major levers. The register of measures has also been designed in such a way that new developments can be taken into account more flexibly and the measures can be adapted.

The focus is on the energy and heating transition. Measures for the mobility transition are integrated in particular through the climate mobility plan. Measures are also included for the areas of consumption and the economy, as well as overarching measures on education and communication. For the area of activity within the district administration, the central fields of action from the independent concept for climate-neutral administration have been prepared in 4 bundled measures. They show how the district administration is fulfilling its role model function.

Regular monitoring activities are carried out to track the implementation status - at the level of the measures and at the impact level with the continuation of the GHG balance sheet.

The district municipalities, the district council, the Ludwigsburg district energy agency LEA e.V., civil society organizations and citizens were involved in updating the climate protection concept. Experts from various specialist areas within the district administration were involved in the development of measures.

Online survey for citizens on the climate protection concept

Under the title "Home game for the climate", citizens were able to take part in an online survey on the climate protection concept from July 4 to 31, 2024. After the survey was launched with a digital kick-off event on July 4, 1,875 people took part in the survey on the climate protection concept over the following three weeks and contributed to the update. We would like to thank everyone who took part!

The survey sought the opinions of citizens: in addition to general questions on climate protection, questions were also asked on the topics of energy and buildings, sustainable consumption and networking. You can view a summary of the results here . The answers and other suggestions and ideas from the survey will be incorporated into the development of measures for the climate protection concept.

Starting point: The integrated climate protection concept from 2015

With the adoption of the first integrated climate protection concept in 2015, the district council laid the foundation for strategic climate protection work in the district of Ludwigsburg - together with 34 towns and municipalities.

The concept provided an important framework for developing measures and systematically reducing greenhouse gas emissions in the district.

Representatives from politics, administration, the energy industry and citizens worked closely together to develop a comprehensive concept consisting of three volumes:

  • Volume 1: Final report with qualitative analysis, energy and CO₂ balance sheet and potential analysis

  • Volume 2: Municipal profiles with tailored climate protection measures and implementation recommendations for each municipality

  • Volume 3: Catalog of measures with a total of 88 specific measures

A climate protection manager was commissioned to implement the climate protection concept. This was funded by the National Climate Initiative (NKI).

The climate protection manager continuously tracked the progress of the measures from the 2015 integrated climate protection concept through regular monitoring. The results were presented to the public in the Environment and Technology Committee.
