Building Energy Act GEG
The Building Energy Act (GEG) essentially summarizes the previous regulations of the Energy Saving Ordinance (EnEV) and the Renewable Energies Heat Act (EEWärmeG). According to Section 92 GEG, a builder or owner of a building to be constructed or an existing building must submit a declaration of compliance to prove that the requirements of this Act have been met. Such a declaration of compliance must be issued by a designer in accordance with Section 43 LBO, who may also consult an expert for this purpose. Experts are persons in accordance with § 88 Paragraph 1 GEG.
With the declaration of compliance, the client or owner proves that the legal standards for structural thermal insulation and the use of renewable energy are complied with.
The client must submit the declaration of compliance to the responsible lower building authority immediately after completion of the building. The developer must ensure that the declaration of compliance is handed over to the owner of the building at the latest upon completion of the building.
The same applies within the scope of Section 2 (2) of the GEG Implementation Ordinance for alterations and extensions to buildings as well as for small buildings and buildings consisting of room cells.
