The main task of the lower building authority is to carry out building law procedures on the basis of the state building regulations and local authority development plans, as well as to issue the relevant permits.
In the building law procedures, not only the interests of neighbors must be taken into account within the framework of the statutory provisions, but also public concerns relating to nature conservation, water and soil protection or immission and monument protection. Compliance with the legal requirements is checked through building inspections and building approvals.

As building applications and notification procedures must now be submitted digitally via the "Virtuelles Bauamt Baden-Württemberg" (ViBa BW) platform, some of the forms previously used are no longer required; instead, the relevant data is entered directly into ViBa BW.
