Integration work in the district of Ludwigsburg
The integration of new immigrants and migrants who have been living in the country for some time plays a key role in politics, society and administration in Germany.
According to the Central Register of Foreigners, there were 104,360 citizens with foreign nationality living in the district of Ludwigsburg as of December 31, 2021. This results in a so-called foreigner share of 19.16% for the district of Ludwigsburg, which has risen by 2.1 percentage points since 2015. Integration is therefore a key issue for the district.
In principle, the term "integration" can be understood as a process of inclusion in the society and politics of the host country, which involves three actors and their respective contributions: Support measures by the state as well as the individual integration efforts of migrants and members of the receiving society. The aim is to achieve comprehensive and equal participation of all citizens in all areas of society. This can only succeed if all stakeholders work together closely and successfully.
The district of Ludwigsburg aims to help shape integration in the district in the best possible way. To this end, it has set up an office for integration whose task is to coordinate, network, support and strategically plan integrative work in the district. The integration officer works together with state and civil society actors to promote the integration of migrants in the district of Ludwigsburg.
In addition, the Integration Officer is the contact person for the towns and municipalities of the Ludwigsburg district in the area of integration. She is in close contact with the municipal integration and refugee officers and works together with state and civil society actors to promote the integration of migrants in the district of Ludwigsburg.
Integration conference and integration report
From November 9 to 19, 2020, the integration officer held the first integration conference for the district of Ludwigsburg. Within 10 days, five digital events on the topic of integration and migration took place as part of the conference.
The conference kicked off on November 9, 2020 with a live video production featuring an interesting and content-rich panel discussion and informative specialist presentations. In addition, the integration conference offered four so-called panels on relevant topics of integration work in a digital format, which, in addition to informative presentations, provided the opportunity for discussion and exchange. The results and content of the panels were recorded in the integration report.
On May 17, 2021, the first integration report of the Ludwigsburg district was published and can be downloaded as a digital version here. Print copies can be ordered from Ms. Dobusch at elke.dobusch[at]landkreis-ludwigsburg.de.
The first part of the integration report includes the creation of a data basis on the integration status of immigrants in the district of Ludwigsburg and the presentation of existing structures and offers of integration work. The second part of the report identifies the needs and problems of integration work in relation to four central fields of action and develops solutions, ideas, projects and recommendations for future integration work in the district. The basis for its development was a participatory process involving the district's municipal stakeholders in integration work as part of the Ludwigsburg district integration conference.
The integration report was created as a working aid for the future direction and focus of integrative work in the district, enabling targeted further development. The process of compiling the integration report has also brought together relevant stakeholders in integration work in the district and further deepened the integration network.
Overall, the integration report shows that the level of integration of immigrants in the district of Ludwigsburg is already good. The majority of society in the district of Ludwigsburg is characterized by openness. In addition, the district of Ludwigsburg is very well positioned in terms of information and advice services for immigrants. At the same time, the district of Ludwigsburg has a very active integration network of full-time and voluntary workers. In addition, integration aspects are taken into account in various subject areas and institutions as well as a wide range of measures to promote integration.

Tenth inclusion conference of the district of Ludwigsburg on November 25, 2025 at Scala
Topic: Thinking disability, migration and inclusion together
Ludwigsburg. The Ludwigsburg District Office invites all interested parties to the tenth Inclusion Conference at Scala Ludwigsburg (Stuttgarter Str. 2) on Tuesday, November 25, 2025 at 5:30 pm. The public anniversary event of the Inclusion Conference will focus on the topic of "Thinking disability, migration and inclusion together" and shed light on diverse realities of life beyond deficit-oriented perspectives.
The conference will focus on how disability and migration intersect in biographical experiences and what opportunities, challenges and perspectives arise from this. Encouraging life stories and positive examples will be made visible, showing how social participation can succeed despite obstacles.
Keynote speaker Hülya Marquardt, author, entrepreneur and inclusion ambassador, will provide exciting insights and inspiration. The program will be complemented by other presentations and contributions that will provide food for thought and motivate a change of perspective.
