“With an infrastructure project of this magnitude, new questions will inevitably arise as the planning process continues. However, the special-purpose association has thoroughly reviewed and addressed all planning and technical questions raised by its members that can be answered based on the current status of planning and the facts on the ground. Further questions will only arise as the project progresses,” explains Allgaier.
Responsible Use of Taxpayer Funds
At present, there is no reason to allocate additional taxpayer funds for further technical studies. As long as the issue of compensation payments among the association members remains unresolved and the municipalities along the main route have not reached a joint decision on whether they wish to jointly implement the reactivation of the Ludwigsburg–Markgröningen line, the special-purpose association will not finance any further studies at this time.
“We bear responsibility for the careful use of taxpayer funds. Association members such as Remseck or Kornwestheim must not be financially burdened by further planning that, as a result of the Ludwigsburg City Council’s decisions, no longer benefits the originally agreed-upon overall network,” emphasizes Allgaier.
Ludwigsburg Station Remains an Open Issue
The district administrator describes the permanent integration of the light rail system in the area of the Ludwigsburg train station as an issue that remains unresolved. To this end, the special-purpose association is working with the City of Ludwigsburg to find a viable solution, which will then be coordinated with Deutsche Bahn (DB). The need for a permanent terminal stop—preferably at Ludwigsburg Station—stems from the Ludwigsburg City Council resolution dated November 19, 2025. Previous plans called for the light rail system to branch off into the city center following the trial operation.
“Should the City of Ludwigsburg see a need for further planning or technical clarification beyond this, it can initiate and finance the necessary studies itself through its relevant departments,” said Allgaier.
Criticism of the Call for Further Studies
Allgaier is critical of Mayor Knecht’s demand to first address additional open questions.
“When new, supposed issues are constantly being raised—even though all technical and professional questions that can be answered in the current planning phase have already been addressed—it creates the impression of a delaying tactic. Now is the time to take responsibility and make the necessary political decisions.”
Discussions on a Joint Solution Continue
At the same time, the district administrator emphasizes that the special-purpose association remains interested in finding a joint solution. Since the association’s meeting in January, District Administrator Allgaier has been engaged in intensive discussions with all participating municipalities to develop a viable path forward for the light rail project.
“Our goal remains unchanged: to find a viable solution together and in a timely manner that serves the interests of all association members. To that end, we are continuing the dialogue. However, this requires that we continue working on the basis of the findings already available and not constantly formulate new study requests,” Allgaier concluded.
Background
Last November, a majority of Ludwigsburg’s city council members voted against the original scope of the project and supported only the reactivation of the route from Markgröningen to Ludwigsburg.
The original plan was to route the light rail from Schwieberdingen through Markgröningen and Möglingen, via Ludwigsburg, to Pattonville. There, passengers were to be able to transfer to the SSB system for a connection continuing on to Remseck-Aldingen. The participating municipalities had agreed on this goal. However, following the vote in Ludwigsburg, the future of the overall project remains uncertain. According to the City of Ludwigsburg’s plans, the light rail line will no longer continue eastward from the Ludwigsburg train station. As a result, Pattonville and Remseck am Neckar, in particular, would derive no benefit from the infrastructure project in terms of connectivity to Ludwigsburg.
