The results of an organizational review of the district administration were presented at a press conference on Thursday (23 September). The district administration had commissioned the IMAKA Institut für Management GmbH with this task. The current project objectives were the creation of sustainable structures in the district administration and the further development of the district administration office. In the end, a total of 315 recommendations were formulated on the basis of employee surveys, workshops, interviews, data and information. "The study has provided us with valuable information to make the district administration fit for the future," said District Administrator Dietmar Allgaier.
The project ran from the fourth quarter of 2020 to the third quarter of 2021 and involved all six departments in the study, which consisted of three steps: Firstly, the current situation was surveyed, then short-term improvements and areas for action were identified and finally, the focus was on implementing the recommendations as well as supplementary in-depth work, which will be tackled in the short to medium term. The development potential was allocated to the areas of action "Tasks", "Procedures, processes and digitalization", "Staffing and resources", "Management, control, information and communication" and "Organizational structure and structures". The introduction of an updated organizational structure, the creation and implementation of an IT concept and the further development of the management culture within the district administration office are planned for short-term implementation.
The biggest changes will take place in Department I "Central Management and Schools" and Department VI "Finance, Media and Facility Management". In-depth reviews of Department II "Environment, Technology and Construction" and Department V "Health and Consumer Protection" are also currently being carried out. The District Administrator will also be assigned the two new staff units "Office of the District Administrator" and "Audit and Auditing". In future, the District Administrator's Office will include business development, investment management, press and public relations and European affairs. The implementation of the changes began at the start of August 2021 and is expected to continue into the second quarter of 2022. "I would like to thank IMAKA for their sensible proposals for the organizational development of the entire administration, but of course also the employees of the district administration office, who have accompanied the investigation very constructively with their information," concluded District Administrator Allgaier.
