The "flat" and "round" collection system will be changed from 2022 - if all relevant committees agree. What will remain the same, however, is that all household waste in the Ludwigsburg district will continue to be collected directly from people's doorsteps. It had been apparent for some time that the district of Ludwigsburg would no longer be able to continue with the "flat/round" collection system for legal reasons (the same also applies to the Enzkreis district). Now, the district's waste recycling company (AVL) has found a solution with the dual systems that maintains the usual collection service. The new system also saves money on fees. The new system can be launched as early as January 2022, subject to decisions by the relevant committees. The key points of the new system were recently presented to the AVL supervisory board members and the members of the district council's Environment and Technology Committee at a special meeting:
- In future, every household could have a bin ONLY for paper and cardboard in addition to the brown organic waste garbage can and the black residual waste garbage can; there would also be a bin reserved for packaging - like the yellow garbage can in other districts. In future, plastic film and polystyrene will also fall into this category.
- In future, glass could be collected in blue boxes or glass garbage cans (see photo). These will then be collected as before. In addition, used glass containers at recycling centers or used glass depot containers can be used, of which there are still more than 100 in the Ludwigsburg district.
"Throughout the negotiations, it was fundamentally important to us that there were no disadvantages for the citizens of the district in terms of convenience and service," says Tilman Hepperle, Managing Director of AVL. "However, it was and is also crucial for us that we have no disadvantages when it comes to costs," Hepperle continues.

Why is there "flat" and "round" in the LK LB?
This is due to historical reasons. Before 1990, there were green garbage cans for glass and paper in the Ludwigsburg district. When the Packaging Ordinance came into force at the beginning of the 1990s, which stipulated the collection of sales packaging close to households, the existing system had to be adapted. The aim was to continue using the existing collection system and find a way to use it for the co-collection of packaging. Ludwigsburg Waste Disposal agreed with "Duales System Deutschland" on a special collection system based on the American "slides" and "bottles" system. This was the birth of Ludwigsburg's FLACH und RUND.
Who are the dual systems?
What was the "Dual System Germany" in the early years is now several privately organized dual systems. They organize the collection, sorting and recycling of sales packaging throughout Germany and are responsible for ensuring that the recycling and recovery rates prescribed by the legislator under the Packaging Act are achieved. These services are financed via so-called license fees, which every manufacturer must pay to the dual systems for placing packaging on the market.
The dual systems must conclude so-called coordination agreements with the public waste management authorities - i.e. the district of Ludwigsburg and AVL - so that this parallel disposal structure of private and municipal responsibility can be regulated and coordinated.
Such an agreement on the FLAT and ROUND system was reached with the "Dual System Germany" at the beginning of the 1990s. We are currently in negotiations with the dual systems again due to the Packaging Act of 2019.
