Up to date in terms of leadership

HR managers at the Ludwigsburg District Office are starting 2024 with new principles of leadership and cooperation. In a process that began in 2021, the administration's managers agreed on principles and values that should form the basis of their behavior and decision-making in a uniform manner.

"The principles are now a good guide for both managers and employees as to how leadership is practiced at the Ludwigsburg District Office," says District Administrator Dietmar Allgaier. "After all, as a public administration, we face many challenges and tasks. Examples include digitalization, globalization, mobile working and demographic change. We are also experiencing a shortage of skilled workers, but at the same time we have to perform new labor-intensive tasks."

This has changed the demands on management. "Our managers have engaged in an intensive dialog with these requirements. The resulting principles are an important component of management work in the district administration," continued the district administrator.

New impulses are set - employees also involved

The development of the principles was designed as a cultural development process. In several participatory meetings and workshops, impulses for a modern understanding of leadership were provided, the company's own leadership behavior was reflected upon and the guidelines were subsequently developed. Employees, managers and interest groups were involved and integrated using a wide variety of formats. "Involving all levels in the development of the principles was very important to me. After all, it is our employees who are managed on the basis of the guidelines and their involvement was therefore essential," says District Administrator Allgaier.

Promoting skills, diversity and variety

The principles set out which values and topics are particularly important to managers at the Ludwigsburg District Office. The managers have agreed on values such as respect and appreciation in daily cooperation, open, clear communication and trust and confidence in one another. The promotion of employee skills at both a professional and personal level is of great importance - as is the promotion of variety and diversity. Other views, experiences and cultures should be perceived as enriching.

In addition to the professional and personal development of employees, the district administration office has been focusing on the topic of leadership for many years. For example, there is an extensive training program and a special program for junior managers. A wide range of events and workshops are also offered to accompany the introduction of the leadership guidelines.
