District councils commission design planning for disaster control center

At today's district council meeting, the majority of district councillors voted in favor of the design planning for the new disaster control center. As a first step, service phases 1 to 3 are to be commissioned. Reliable construction costs should then be available in October 2025 so that a decision can be made on the final investment as part of the budget consolidation process. The chairman of the jury, architect Dr. Eckart Rosenberger, presented the results of the planning competition to the district council. The winning design by TRU Architekten from Berlin in collaboration with the structural engineering firm Pichler Ingenieure combines state-of-the-art infrastructure with climate-friendly construction and is a milestone for the region.

"With the new disaster control center, we want to lay the foundation for a sustainable infrastructure in civil protection. This project will not only offer the emergency services better working conditions, but also strengthen the climate-friendly expansion of our public facilities," emphasized District Administrator Dietmar Allgaier at the district council meeting.

Design planning is the basis for the final investment decision

The draft planning should be completed by October 2025 in order to obtain a qualified plan with a reliable cost calculation by then. The final investment decision can then be made on this basis. Approval and work planning would then take place in order to start construction from October 2027. Completion is planned for October 2029.

According to Dr. Eckart Rosenberger, the jury judged this design to be the most suitable because, among other things, the proposed structure is set back from the adjacent residential buildings and has found simple answers to the complex functional requirements. The division into a lower hall area facing the residential development to the south and a higher structure to the north was welcomed. Special consideration is given to the small-scale residential development and an improvement in noise protection is expected, as the structure of the disaster control center shields the noise from the freeway. "The economic parameters are in the favorable range when comparing all the work. The project meets high climate-friendly standards," said Dr. Rosenberger in the district council.

Design planning is progressing: planning offices commissioned

The aim of the new building is to create the conditions for future-oriented civil protection and to provide the integrated control center (ILS) with urgently needed space.

Merging the integrated control center and civil protection will create a continuously staffed point of contact in the district for major emergencies, allowing the control center to be closely networked with the civil protection structures. Far-reaching financial synergies will also be created. The staff required to manage major emergencies and disasters (command staff and administrative staff) will be permanently available at the disaster control center.

Last year, the Environment and Technology Committee approved a reduced room program for the construction of the new disaster control center. The Europe-wide tendering procedure for the architectural services decided by the district council was carried out as an architectural competition at the request of the district council.

Drafts on display at the Ludwigsburg district office

In order to involve the public at an early stage, the first five winners of the competition will be on display in the meeting area of the district office during opening hours from January 20, 2025 to February 7, 2025.
