Participants included the municipal crisis management teams from the participating cities and towns, the administrative staff of the Ludwigsburg district as the lower-level civil protection authority, the civil protection “lighthouses,” and other civil protection stakeholders. In addition, the setup and operation of an emergency shelter were simulated.
District Administrator Allgaier: “Crisis preparedness is an ongoing task”
District Administrator Dietmar Allgaier expressed his satisfaction with how the exercise went: “The exercise impressively demonstrated that those in charge in Ludwigsburg District work closely and professionally together, even in extraordinary situations. At the same time, it confirmed that crisis preparedness is not a one-time task. Every exercise provides valuable insights that allow us to further develop our structures and strengthen our ability to respond in an emergency.”
Particularly positive feedback was given for the good communication within the administrative staff and across administrative units, the constructive collaboration, and the high level of commitment shown by all participants.
Insights for Future Planning
The insights gained are now being systematically evaluated and translated into concrete measures. The goal is to further develop existing plans and continue to optimize cooperation among all participants.
Dorroch: “Identifying weaknesses before they become relevant in an emergency”
County Fire Chief Andy Dorroch emphasizes the value of the exercise for civil protection: “An exercise is successful when it not only confirms what is already working well but also highlights where we can improve. That is exactly what such scenarios are for. We’ve gained valuable insights and can now focus specifically on the areas that could be critical in an emergency. This increases public safety and strengthens our resilience in the face of future crises.”
Special attention was paid to maintaining communication in the event of a failure of regular systems, as well as to the coordination among the various crisis management teams. The exercise confirmed the importance of redundant communication channels and close coordination between the agencies involved.
