Zweckverband Kreisbreitband Ludwigsburg exceeds its expansion targets: District achieves fiber optic coverage of more than 60 percent

At its most recent meeting on Thursday (December 4, 2025), the Zweckverband Kreisbreitband Ludwigsburg (ZV KBL) drew a positive balance for the year 2025: The goal originally set for 2025 of achieving 50 percent fiber optic coverage was already achieved by the end of 2024. The district now has fiber optic coverage of more than 60 percent. "I am proud to say that the district of Ludwigsburg is one of the regions with one of the best fiber optic coverage in Baden-Württemberg. And we are continuing to work at full speed to build the most modern digital infrastructure for all citizens and companies," says District Administrator Dietmar Allgaier, Chairman of the Zweckverband Kreisbreitband Ludwigsburg.

This success is proof of the close cooperation with expansion partners and municipalities in the district: The close coordination of subsidized and self-funded expansion has paid off, as this has resulted in significant savings for the municipalities, continued Allgaier.

Significant increase in fiber optic coverage

The expansion in the district of Ludwigsburg is progressing rapidly: by the end of 2025, fiber optic coverage in the district is expected to reach 60.7%. The average annual increase in coverage in the district since 2020 has been no less than 9.5 percentage points.

Deutsche Telekom, the largest expansion partner in the Stuttgart region, has implemented a total of 94,642 fiber optic connections in the district of Ludwigsburg as part of its own expansion and cooperations by the reporting date of 30 June 2025. The cooperation with Stadtwerke Ludwigsburg-Kornwestheim (SWLB) alone contributed to more than 40,000 fiber optic connections in the district. Thanks to this dynamic, 16 towns and municipalities in the district already have more than 50 percent coverage.

Numerous municipalities in the district already have excellent FTTH coverage (FTTH stands for "Fiber-to-the-Home"): A total of ten municipalities - Murr, Kornwestheim, Eberdingen, Gemmrigheim, Großbottwar, Hemmingen, Kirchheim am Neckar, Ludwigsburg, Möglingen and Tamm - have achieved a coverage rate of at least 90 percent.

Subsidized expansion and cost efficiency

The subsidized fibre optic expansion gained further momentum in 2025. As part of the "Weiße Flecken I" project, the expansion in Gemmrigheim, Walheim, Möglingen, Hemmingen, Murr and Steinheim was largely completed. As a result of these measures, numerous households that were previously supplied with less than 30 Mbit/s were connected to the fiber optic network.

The successful coordination of self-funded and subsidized expansion led to considerable savings: The high level of self-supported expansion reduced the required subsidy amounts and therefore the municipalities' own contributions. The special-purpose association is responsible for applying for and paying out subsidies to the federal and state governments on behalf of the member municipalities: to date, a total of 60 applications for subsidies with a volume of around EUR 3.5 million have been processed and paid out to the municipalities.
