Adler's successor as Head of the Department of Environment, Technology and Construction is 62-year-old Wolfgang Bechtle, who, after graduating with a degree in public administration from the Ludwigsburg University of Public Administration and Finance, worked in the city treasury of the city of Ludwigsburg. In 1991, he moved to the Ludwigsburg district administration office. There he was initially Deputy Head of the Municipal Waste Law Department, then, from 1995 to 2004, Deputy Head of the Water Law and Water Technology Department. In 1999, Bechtle also took over the temporary management of the "Waste Law/Waste Fees" department. Since February 2004, Bechtle has been Head of the Building and Immission Control Division. Bechtle now succeeds the previous head of department, Prof. Dr. Frank Adler, who is returning to the state administration as a state civil servant.
Christos Vavouras was Head of the Law and Order Department from 2020 to 2023
33-year-old Christos Vavouras succeeds Heiner Pfrommer as Head of Social Affairs. After studying law at the University of Konstanz and passing his second state law examination, Vavouras was a research assistant and doctoral candidate at the Institute of Economics and Law at the University of Stuttgart from 2018 to 2019. From 2019 to 2020, he headed the legal affairs department at the Ludwigsburg District Office. From 2020 to 2023, he headed the Law and Order Department at the Ludwigsburg District Office. He also had central responsibility for all legal pandemic issues in the district and was a member of the management and administrative staff. As a result of the war in Ukraine, Vavouras worked with other stakeholders to develop solutions to deal with the high influx of refugees. Since July 2023, Vavouras has served as a representative of the Baden-Württemberg Ministry of the Interior, Digitization and Municipalities at the Baden-Württemberg State Representation to the Federal Government in Berlin.
Heiner Pfrommer had been Head of the Social Department since 2011
From July 2009, Heiner Pfrommer was initially head of the legal affairs division and at the end of 2010 took over as head of the department responsible for basic income support for jobseekers as well as for organizing the admission to the municipal agency SGB II and the transfer of the job center to the district. In 2011, he first became acting head of the social department and then head of the social department. Pfrommer was also temporarily responsible for the light rail project. District Administrator Allgaier highlighted Pfrommer's important role in the implementation of the municipal job center, in the creation of the Corona organizational structure and in the establishment of the light rail branch.
