District council decides to renovate vehicle registration and post office

At its meeting on Friday, 11 April 2025, the Ludwigsburg district council gave the go-ahead for the urgently needed modernization of the vehicle registration office and the post office in the district building. The work at Hindenburgstraße 40 is to be completed by the end of 2028. The estimated total cost of the refurbishment measures is around 5.29 million euros.

"The district hall is the heart of our administration. With the planned refurbishment, we want to ensure that the infrastructure will continue to meet the requirements of a modern, increasingly digitalized administration in the future," said District Administrator Dietmar Allgaier. "With the modernization, we are increasing the quality of service for citizens."

Initially, the central building in Königsallee, which is scheduled for completion in November 2025, will serve as an interim solution after the refurbishment: The vehicle registration office will move into these rooms during its own renovation phase. This eliminates the need for an external, cost-intensive temporary solution - an economically sensible decision, as Allgaier emphasized: "This eliminates the need for a complex and expensive temporary solution elsewhere. Finding a suitable 'replacement room' for the requirements of vehicle registration is almost impossible."

Vehicle registration and post office to be made fit for the future

The necessity of the renovation is undisputed, the district administrator continued. The district building was occupied in 1982 and no longer meets today's requirements in many areas. Suspended ceilings in the vehicle registration office have already had to be temporarily secured several times, the ventilation system is dilapidated and the electrical installations and building services are no longer state of the art. "The work processes must be adapted to the new requirements resulting from the transformation process of digitalization and the open-plan space must be restructured."

The district building's post office is also to be modernized as part of the renovation work. The relocation of the vehicle registration office means that the post office can be housed there for the duration of the modernization work in order to properly renovate the vacated space. In addition to upgrading the IT infrastructure, work areas are also to be created for the digital processing of mail items.

Company "Drees und Sommer" commissioned for further investigations

The district council voted to commission the company "Drees und Sommer" to precisely analyze the requirements for both areas. At the same time, the administration is launching a Europe-wide tendering procedure (VgV) to find a planning team that can accompany all future refurbishment measures in the district building with a uniform signature. The estimated total cost of the refurbishment measures is around 5.29 million euros.


The schedule for the renovation of the district hall is as follows: Following the district council's decision in principle on Friday, the planning team is to be commissioned with the design planning in October. This planning - including a qualified cost calculation - is expected to be presented to the district council for a decision in July 2026. The further commissioning is subject to the approval of the district council. The conversion of the post office is then scheduled to begin in January 2027. As soon as this is completed, the renovation of the vehicle registration office will start in November 2027. The registration office is scheduled to move back into the district building in December 2028. The vacated central building in Königsallee can then finally be used by the health department.
