"The exchange was very beneficial for both sides - it is interesting to see how the two districts are each coping with the numerous and major challenges that they - like the other districts - are currently facing. It has become clear that both districts often pursue similar strategies," says District Administrator Allgaier. His colleague from Zwickau,District Administrator Carsten Michaelis, emphasizes the friendly atmosphere: "The exchange went far beyond mere technical discussions. It was accompanied by a warm atmosphere that provided new impetus on both a professional and personal level. Our collaboration shows that we can benefit from each other. It is a living example of the strength of regional partnerships."
From fire protection and naturalization to the cycle path concept: a wide range of topics discussed
The visit to Zwickau began with short presentations from both districts. The heads of department then spoke about the status of the digital building authority and the cycle path concept in the Ludwigsburg district, followed by the regional energy agency in the Ludwigsburg district and climate protection in the Zwickau district. In the second round of discussions, the focus was on integrated social planning in the district of Zwickau and health reporting in the district of Ludwigsburg. The third and final round of talks dealt with public transport concepts, prioritized application procedures for naturalization, disaster control planning in both districts and fire protection planning in the Ludwigsburg district. As part of the supporting program, the department heads visited the Grafenmühle Neukirchen, Blankenhain Castle and the August-Horch-Museum in Zwickau.
The exchange between the management levels of the two districts takes place at irregular intervals every few years. The partnership between the district of Ludwigsburg and the former district of Chemnitz, which eventually became the current district of Zwickau after the district reforms, began in 1990. The district of Zwickau, with its 330,000 inhabitants, is located close to the German-Czech border, has the highest population density in eastern Germany and is characterized by the automotive industry. Cultural projects are jointly supported and promoted as well as social and artistic contacts. The district of Zwickau is represented every year with a stand at the Spätlingsmarkt in the district hall.
