It reads: "I would like to express my sincere condolences to you and the people of Israel and the Upper Galilee. In these difficult hours, our thoughts are with those who have lost loved ones and friends in this tragedy. Our deepest sympathies go out to them."
The friendship between the region in the north of Israel and the district has existed since 1983 and is the district's oldest partnership. It was officially sealed in 1997 with the exchange of partnership documents.
