Working together for the transport revolution: Ludwigsburg district presents climate mobility plan

The district of Ludwigsburg is the first district in Baden-Württemberg to draw up a comprehensive climate mobility plan (KMP). The plan was presented for the first time at the meeting of the Environment and Technology Committee (AUT) on May 26. The final resolution by the district council is scheduled for the meeting on July 18.

The KMP is part of a state-wide pilot project to reduce CO₂ emissions in the transport sector. The aim is to achieve CO₂ savings of at least 40 percent by 2030 compared to 2010, with the district of Ludwigsburg taking on a pioneering role: The district administration and district municipalities together form a model municipality. 30 out of 39 municipalities in the district have taken part. In total, more than 1,000 measures have been developed. 95 percent of the measures originate directly from the towns and municipalities.

District relies on participation and networking

"The climate mobility plan shows how climate protection and mobility can be considered holistically - across municipal boundaries, modes of transport and administrative levels," says District Administrator Dietmar Allgaier. The close involvement of citizens and political decision-makers through information and participation events in person and online was a central component of the process, which was launched in September 2022. The basic idea behind the district's KMP is to create mobility for everyone: instead of paternalism, the focus is on attractive offers and good solutions for all modes of transport.

Opportunity for attractive funding rates for local authorities

The KMP is funded by the state of Baden-Württemberg. Municipalities that participate have the opportunity to receive increased implementation funding: instead of 50 percent, there is a 75 percent "climate bonus" for measures that are eligible for funding under the State Municipal Transport Financing Act (LGVFG). As soon as the KMP has been approved by the district council, participating municipalities can apply for the "climate bonus".

New network strengthens sustainable mobility locally

In order to further strengthen local implementation, the district will also continue the network established on the topic of sustainable mobility. Network meetings in person are to be supplemented by digital specialist formats and working groups. The network will be open to all municipalities in the district, with the first meeting planned for the fall.
