There are three agreed joint administrations in the county of Ludwigsburg. This is a form of inter-municipal cooperation. A municipality (executive municipality) assumes the functions of an association of municipalities. The agreed joint administration does not itself have legal capacity. It is not a public corporation and therefore not an association of municipalities. Agreed joint administrations are created by an agreement under public law.

Municipal Administration Associations
A municipal administration association is an association of several municipalities in the same county. The member municipalities delegate various functions to the association. The associations of local authorities are public bodies (not regional administrative bodies) headed by a chairman of the association. The member municipalities, however, retain their legal independence.
