Tasks

Sub-department 32 is assigned a wide range of tasks. In addition to the local transport planning office, the sub-department also includes the offices for road transport matters, local public transport with school transport, and the vehicle registration and driving licence authorities, including the branch offices in Besigheim, Gerlingen and Vaihingen/Enz. A total of over 100 staff look after the interests of citizens.

The tasks of the Road Traffic Authority, the Licensing and Driving Licensing Authority as well as the Licensing Authority for taxi, rental car and bus traffic, as well as goods road traffic, are classic activities of the county administration in the area of the lower state administrative authority. Here, the County District Office assumes tasks for the state of Baden-Württemberg.

The Road Traffic Authority is, among other things, responsible for the traffic regulations in 28 towns and municipalities in the county and for the approval of events on roads. The current priorities are mainly determined by the discussions about the general increase in traffic and the fine dust pollution of the municipalities in the county.

The county is legally obliged to assume responsibility for bus transport and rail transport of non-regional importance. The county council decides on the actual and financial scope. The local transport planning office deals with the planning and further development of bus concepts in the five traffic areas of the county. Another important part of its work are the rail projects of the Strohgäubahn and the line Ludwigsburg-Möglingen-Markgröningen.

Local Transport Planning Office

Bus transport ensures the accessibility of the county of Ludwigsburg by public transport. It connects the municipalities and their suburbs with each other and at the same time ensures connections to local rail passenger transport (suburban and regional trains).

In order to optimise these connections, the county council has, since 1992, decided to implement bus concepts in all traffic areas of the county. The Local Transport Planning Office is responsible for the development and further development of these bus concepts.

The tasks of the office also include the rail lines, insofar as these are within the remit of the county. Currently these are the Strohgäubahn and the railway line (Remseck) - Ludwigsburg - Markgröningen - (Schwieberdingen).

Further responsibilities include, for example, work on the local transport plan, consultancy on urban land-use planning from the point of view of public transport and much more.

Urban transport (GT 321)

Tasks

The responsibilities of local public transport comprise ensuring that the population in the county is adequately served by local public transport services (ÖPNV). In the area of bus transport and rail transport, which is not of regional importance, we act independently as the responsible body in the county. This task, in the planning, implementation and financing of which the towns and municipalities in the county are actively involved, is of great importance to the county.

The tasks of the branch office also include the implementation of the Passenger Transport Act (PBefG). This includes inspection of commercial passenger transport on regular services and the decisions on permits for occasional services (coach transport and transport by taxi and hire car).

A further focal point is the financing of school transport in the county - on the basis of the county statutes on the reimbursement of the necessary school transport costs. In addition, the transport of pupils to schools in the county which are sponsored by the county is to be organised.

Road traffic (GT 322)

The branch office is the road traffic authority responsible for the safety, order and ease of road traffic. The competence of the traffic authority in the county of Ludwigsburg covers the area of 28 cities and municipalities.

It decides, among other things, where and which traffic signs and facilities are to be installed, e.g. speed limits and stop bans, but also traffic lights or zebra crossings.

The traffic authority also makes decisions on, for example, the organisation of events or the granting of exemptions from road traffic regulations. These include permits to drive in pedestrian zones or closed roads as well as parking permits for severely disabled persons. Other important tasks are the approval of oversized and heavy loads or exemptions from the Sunday driving ban for trucks.
